How many Activity Points can a player earn?

There is no limit to the number of Activity Points a player can accumulate.

Activity Points are only awarded when a player syncs their Booster. They are never lost, never multiplied or divided by a bonus, and never spent. When a player earns an Activity Point, it adds to their total forever.
